"Disk Defragmenter could not start" & Lots of other things wrong!

Please help! this is the message I am getting.

Not only that, but I look on Task Manager all the time (even though I'm not
sure what it does) but I do notice that the flickering light at the top of my
laptop is more or less constantly on, so assume that is something to do with
the fact that the CPU is always so high - running 100% when I try and load
most things. I don't understand about processes on the Task Manager - though
note that there seems to be duplicated items, though some used by system,
some by network, and some by me - gets really confusing

I'm no computer buff by any means. I started getting annoyed when I started
trying to use Nero 7, to send my mum, and mum-in-law a slide show of photos
of the little kiddies, and as soon as I got to "burn" it just stopped
responding!

Starting to get really fed up - seem to be spending more and more time
trying to solve errors since I got this new computer last September - When I
had windows ME, it seemed to work fine - now I have Windows XP Professional -
its causing me a nightmare!

Just for summary:

I use lap top
Have ASDL connection
Norton 2006 internet security
Have downloaded Windows defender
Use Windows XP Professional

Having problems with
Data Defragmentation
Nero 7
Skype (web cam doesn't work - though works normally)
Installing new Internet Explorer

Anyones help would be absolutely wonderful!!!

How To Fix Windows Built in Defragmenter

This fix worked for me. dfrgntfs.exe was crashing. Both from defrag.exe in
a command prompt and dfrg.msc.

Start | Run | Type: regsvr32 dfrgui.dll | Click OK

Start | Run | Type: regsvr32 dfrgsnap.dll | Click OK

Navigate to...
%windir%\inf\ | Right click dfrg.inf | Select Install
