Disappearing Registry Key

In order to direct my downloads to my preferred Download Directory
("C:\Download"), I keep inserting a new key into the appropriate portion of
my registry (HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer); but at
each new boot that key disappears. The upshot is that by default my system
downloads to the desktop. Why does the new key that I create keep getting
erased? And how do I make the key permanent?
