Disappearing Lock Symbol

I am operating in Windows XP. When I go to a secure
server, it gives me the pop up window that says, "You are
about to view pages over a secure connection. Any
information you exchange with this site cannot be
viewed..". But, sporatically, there is no lock symbol on
the bottom part of my screen! Sometimes, it is there,
sometimes it is not! Does anyone know of a permanent
fix? I did all the windows updates, and ran a security
check through the site, which comes up fine. I have
Norton Internet Security, too!
