Disabled Removable Storage Keeps Re-enabling

CHANGE USERNAME TO westes

Because Removable Storage doesn't seem to play well with backup
applications, we generally set its service to Manual and make sure it
doesn't start up when using backup programs like Backup Exec. That works
well on most of our machines, but on one of our test lab machines, the
Removable Storage service is getting set to "Automatic" on every reboot.
We even went so far as to set its state to Disabled, but that doesn't stop
this result.

What program would be changing a service setting on Removable Storage?
How can I workaround this and keep it disabled?

It's possible that the service is either a dependant or has one that may
cause the state to be reset after a reboot
