Disable Wheel Function on Mouse

Is there a way disable the wheel function on a mouse so people can not
accidentally use it to change values in a drop-down field? I have had too
many instances lately where someone decided they wanted to scroll through
records using their wheel and were in the wrong field and change the value
of a drop-down. I need to disable this feature if possible.
