Disable Tooltip balloons throughout Windows XP

Using Windows XP (H and P) We need to disable all tooltips for all Windows OS
and Microsoft apps... and if possible, third party apps as well.

The users within our company are well trained and need no bothersome
reminders of things like tool descriptions or file properties while exploring
a storage device. The tooltips are considered a pain in the neck.

Any registry settings that would take care of this globally? I did find one
KB article that disable just the tooltip popups in a small percentage of
Windows... but not globally.

Windows Explorer/Tools/Folder Options/View/Advanced/Uncheck Popup
Descriptions for Folder and Desktop Items.

TweakUI/Taskbar/Uncheck Enable Balloon Tips

Disable Balloon Tips or Disable All (Row 11)

Disable All includes: Balloon Tips, Folder Contents Info Tips, Explorer
