Disable Tools Menu

I have a user who has disable his tools menu, and his design menus while
attempting to apply security to a database.

He was attempting to set the database to "NOT DISPLAY TOOLBARS, or MENUS"
using the Allow Built-in Toolbars, and Allow Toolbar/Menu Changes options in
the Tools, Startup menu.

My question is how do we get back into the Tools, Options menu in order to
reenable to menus so he can finish adding security??

Is there a way to get around this, if you are an administrator on the
database, or maybe even set it to turn off for users with certain security
permissions?

Hold the shiftkey down while you open the database.
