Disable MSN Messenger

I need a way to disable users from using MSN Messenger on a Windows XP
Professional client. The computer is on a domain, so either through domain
policy, or otherwise.

Hello Matt:

Googling MSN Messenger shows that port 1863 is used and blocking that
through policy would probably be effective.
