Disable Desktop Cleanup Wizard by Default

Is there a way to disable the desktop cleanup wizard for all users? I'm aware
of the registry key in HKCU, but that only disables it for the current user.
Setting up a Default User profile with the setting disabled doesn't help,
either (at least everytime I've tried, it's failed to keep the setting).

Try running "MMC", then look for the "Group Policy Editor" snap-in.
Point it at the local PC. Look under "User Configuration>
Administrative Templates>Desktop>Remove the Desktop Cleanup Wizard".
Enabling the feature disables the Cleanup Wizard for all users.

Appears it applies settings here:

HKLM\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
\NoDesktopCleanupWizard = 1

@ at the HKLM level.
