Disable ability to recover deleted items o

I am looking for infomation on how to partially disable
the Recover Deleted Items functionality in Outlook. I want
the "dumpster" to operate as usual, retaining deleted
items for a specified number of days for each mailbox
store, but i want to grant only administrators the ability
to recover deleted items. My company needs to be able to
recover deleted items for litigation purposes but didn't
want the users to be able to intentionally or accidentally
destroy evidence.

Try posting in an Exchange group as the answer will lie there, not in

the (insert latest virus name here) virus, all mail sent to my personal
account will be deleted without reading.
