DirectX 9.0b says it installs but it doesn't

Running Win XP home - P4, 2.6 with 1024 ram. ATI Radeon
8500 with driver installed from Windows update.

In trying to install a DVD writing program, Nero, I get an
error message saying DirectX needs to be updated.

I go to Windows Update and choose to install Directx 9.0b.
It says it's installing. Partway through the installation,
I get the box that says this hasn't been approved by
microsoft and I say ok and then it says it didn't install.

However, when I look at view updates, it says it installed
3 times (the number of times I've tried).

dxdiag says I'm running direct x version 8.1.

Why wont it install and why is it saying Microsoft hasn't
approved it?

I found the answer. For anyone that encounters this
problem, make sure cryptographic services is running
automatically on services.msc
