Direct X - video accel not set

Wonder if anyone has some directX ideas for the follow problem.

The XP software is reporting, via DX Tool, that D-Draw hardware acceleration
is "Not Available" for my video card. It most certainly is. This is
creating a problem with the parts of programs that display video content
(they will not load a video screen from the TV tuner).

Background:
I have plenty of available memory. The graphics card is in an AGP port.
The programs were running fine, but stopped somewhere along the way.
At first I thought it was the upgrade to DirectX9.0c (SP2) that was a
problem, but I have the card running on a back-up install using that ver. of
DirectX just fine.

Preliminary testing:
A. Hardware acceleration for the monitor is set to full (I've turned it down
and back, to no impact).
B. I've tried 'bare-bonesing' the system by deleting tasks in taskmgr, but
this has not had an impact
C. I've looked for duplicate and updated drivers for the AGP and the Video
Card - all o.k. (versions are all matching betwn the system install that is
o.k./troubleshooter/backup and the one that is a problem).
D. All the DirectX files report present and "no prolem"
E. I've run the DXDIAGnostic tool on both my XP installs and came up with
this discrepancy, in the 'Display Devices' section:

Output 1 (working) as follows:

F. I've tested Direct Draw using DXDIAG and the machine passes all the tests
just fine (because it reads 'not available', however, I could not 'enable'
it) using the tool.
G. The only other differences appear to be in the specific items list for
"Video Compression" and the "DirectShow Filters" output from the DXDIAG (I
didn't think these related to the problem).

Anyone have any thoughts on how/when the software sets whether there is
Video Acceleration is available or what 'Deinterlace Caps' might refer to?

I'm not sure what else I can check/compare.

Maybe somebody has been messing with your DirectX settings. I suggest you
open the tab "more help", and in the "help" button you'll find detailed info
on the subject: "Overriding Default Behaviour" which covers your problem.
