"Did you know" in H & S not working

I've tried rebuilding H & S as per Kelly's XP website, also deleting the
following file. C:\WINDOWS\PCHEALTH\HELPCTR\Config\News\newsver.xml
I even tried another tip, enabling HTTP 1.1 via proxy in IE Tools/Internet
Option/Advanced and checking "automatically detect" under connections....to
no avail.
I also tried running sfc /scannow, went OK, no joy though.
This is a brand new installation and I haven't run any registry cleaners.
Anti-spyware/virus detect nothing.
My connection is an "always on" high speed cable via Intel Pro/100 VE LAN.
Any other ideas??

As near as I can tell, the Updated date seems to be related to the Modified
date of
C:\WINDOWS\PCHEALTH\HELPCTR\Config\News\NewsHeadlines_1033_Professional.xml
(or NewsHeadlines_1033_Personal.xml or NewsHeadlines_1033_Server.xml or
NewsHeadlines_1033_AdvancedServer or NewsHeadlines_1033_DataCenter)
and
C:\WINDOWS\PCHEALTH\HELPCTR\Config\News\newsver.xml

Seems to be a common problem. At least yours is working, otherwise you'd
see this...

[[When you are connected to the Internet, this area will display links to
timely help and support information. If you want to connect to the Internet
now, start the New Connection Wizard and see how to establish a Web
connection through an Internet service provider. ]]

This can happen if
C:\WINDOWS\PCHEALTH\HELPCTR\Config\News\NewsHeadlines_1033_Professional.xml
is missing. Or whatever version for XP that you have is missing.

nist.gov and did nothing. Today, I updated by windows time, and "Voila",
everytime I click Help and Support, the date is correct....Curiosity killed

I wonder if this has to do with the fact that I normally have the Windows
Time service disabled and only start it once in a while when I synchronize
my clock manually.

If this is true, then if one has the Windows Time service set to Automatic
and Windows sets synchronization to occur weekly, then Did you know? should
be updated at least weekly. And if one were to synchronize their clocks
more often then Did you know? should update more often.

I should have looked before I synchronized my clock this time to see when
the last time it had been synchronized was. I suspect that Tuesday, 30
August, 2005 was when that happened since that's what Did you know? was
stuck on.

That's the message I see. After months of this I got it working in the
final days of my old XP Home installation. I wiped the drive clean for XP
Pro, so there shouldn't be anything getting in the way. Even my FW had the
permissions for it.

Thanks Wesley,
It replaced the .xml that was already in there, but alas, it didn't work.
Ages ago I reported the same thing here and to Microsoft, they couldn't find
an answer.
But I remember that I wasn't alone with having this same problem.
By the way, all other links in H & S work fine.

Pretty much it works or it doesn't.

Mine works, but for a trade off I have to have other things that can *not*
be fixed. ;-) Like Index in Help and Support, for example. I never use it
anyway, but...

this is a common issue with no definative resolution. it works sometimes,
sometimes it doesn't. you're not really missing anything, the tips/links
provided are pretty basic.

try this to get the best shot at it working for you:

1) update your time [double-click clock in the tray, internet time tab,
update now button]

2) open IE, to any site or a blank page. [this seems to be the "trick"
that makes it work for me at least]

3) click blank area of desktop, press F1. Help and Support should launch,
and if you're lucky Did You Know... will update for you.

Tried that...still no go. Well, I'm not missing anything really, as you
stated.
