Dialup to Cable problems ftp +

Recently went from dialup to cable and have a number of
problems.

1) cannot get accuweather desktop to load completely ...
seems to stop when it comes to ads

2) cannot download ftp files ... get This page cannot be
displayed ...

then I try to Save Target As and get message
Internet Explorer cannot download ... filename ...
from ... site
A connection with the server could not be established

3) cannot post to message board through ...

error message is always Service Temporarily
Unavailable

yet, I can post from ...

Now, all of these issues go away if I connect with
dialup ... so it does not seem it can be anti-virus on
security software.

Problem must somehow be related to cable or modem or ???

Any ideas?

You should check with your cable provider if there is a Proxy server you
need to go through and how to set it up. This will most likely correct your
situation.

Any ideas?

I will go out on a limb and say this has nothing to do with XP. You
need to contact your ISP and have them look into the problem for you.
