Dialup and VPN server

I have some modems that i want to connect to my windows 2000 server
for it to operate as a RAS/VPN server. Is there a way to have 16
modems connected to the server without getting 16 serial ports? Is it
possible to have a setup such that when i dail up to the RAS server i
automatically get connected to the VPN server?
I have a cisco 2511 that currently acts as the dialup server but all
communication is is plain text. Thanks in advance for your help.

You can have a modem bank to connect all the modems to it and then connect
the lone modem bank to the machine.

Can you be clear by what you mean
