dialing 1 using Area Code Rules

I have a problem getting Outlook to dial "1" before an 800 number.
I've used the right rules: dial 1 plus area code, all prefixes...

According to the archive, many people complained about the same
problem, and people from Microsoft always said that this is an
operating system issue, not an outlook issue. I use Win2k. Has Win2k
issued a fix yet?

I currently put a comma in front of an 800 number to get rid of this
problem. It delays dialing and can be frustrating at times. is there
another way to get around this problem?

Great, it looks like there is hope...

I use Outlook 2000.

In the Regional Options, my locale is English (United States). There
are many other parameters and I don't see one for telephone number. I
would be glad to supply more information if you can tell me which one
you need.
