DHCP Won't start

I have a system on our domain, Windows 2K Pro, that cannot
get an IP address via DHCP. I have several error logs on
the system with event ID 1004 stating that "The DHCP
Client service is shutting down. The following error
occurred: A system call that should never fail has
failed." There are also several error logs with event ID
7022 stating that "The DHCP Client service hung on
starting." When I check the DHCP service it is in
a "Starting" state but all of the options are grayed out
so I can't do anything. I have tried reinstalling TCP/IP
but that didn't help. If I give the system a static IP
address it connects to the domain in a limited fashion. I
can browse network resources but can't get to the Internet.

This behavior can occur if Inoculan software interferes with the DHCP
service.
If this is the case, you may have to restore your DHCP database.

The DHCP Client service is entirely separate from the DHCP Server service
and its operations.
If you are getting errors from the DHCP Client service on your client
machine, then there is most likely some other service that DHCP Client
depends on that is having difficulties.
