DHCP never "expires" IP address

I run a W2K Server with DHCP and 100 available addresses.

My "user base' is transitional, so there is never more than 20 people in the
office over a three day period.

I have the expiration set to 3 days, but it seems that the IP address is
reserved/renewed for weeks

For example, Joe X comes in on the 1st, and leaves on the 2nd, not to return
for a month. When I check the lease addresses, on the 15th, it shows the IP
address to be active and set to expire on the 11th (or 12th, whatever)

Is there something I am missing ?

It will stay there till something else takes the address I assume. Since
all clients will always ask for the same IP they had last time by
default,...and everybody is doing the same thing,...nothing ever takes the
address and nothing ever changes.

So maybe the best thing is to delete them all once in a while ?

(I could always add another subnet, but would rather not)

Shouldn't need to. If a lease is expired and no other leases are available
the DHCP server will assigned the expired lease to a new computer. Then if
the computer that previously had that lease asks for it, it will be denied,
and will get a new address from the pool. Deleting the leases won't change
anything, since the computers will still request their old IP address back,
and the DHCP server will happily give it to them if it's not already in use
