DHCP firewall rule necessary?

Using Win2K on a dialup 56K modem: looking at the ipconfig readout, DHCP
is disabled.

I wouldn't think I would need a firewall rule - I never receive an alert
for UDP out - local port 68 - Remote port 67.

Yet I see this rule listed in sample rule sets as being necessary.

Why?
