How to control the DHCP client, forcing it to request a new IP during
every boot session, rather than keeping the IP previously assigned?

The IP /release technique is just too tedious.

There must be a convenient automatic way, right?

It doesn't KEEP the address, it request it. See

You could place a
ipconfig /release in a shutdown script.
