DEVLDR hanging on shutdown

I have Win XP Home.

Sometimes when I chose to shutdown the PC an error message
tells me that it is closing down a program. This appears to be
DEVLDR. When selecting "end now " it seems to continue to shut down but then
hangs, with mouse still operating, and the picture I have displayed on the
desktop, but everything else removed from the desktop.

Could this be a clash with a game, or with Norton Goback?

The ususal game would be Test of Time which I always thought to be
fairly stable and undemanding on the PC.

I have been getting troubles with Winamp crashing the computer, which I am
not so far able to resolve despite visits to their website.

No Microsoft error report is generated.
