Device Manager won't run

When I attempt to run the Device Manager from the Computer Management
application, (or from the System control panel applet, or from a command
line) I see an Internet Explorer "Action canceled" web page instead, in the
window that the Device Manager should appear in. (Well, it looks like a web
page.)

I have both "Device Manager" and "Primitive: Devmgr" components included in
my build. Both devmgmt.msc and devmgr.dll are in the \windows\system32
directory.

What else am I missing?

Hey sorry for questioning the obvious, but have you tried running a
dependency check? I just added the device manager component and system
control panel component to my basic image and it works fine.

You are entirely correct sir! It has been a few days, but I think I took a
short cut, trying to speed up the process. I won't do that again.
