Detect QoS changes from router

I have a router connected to a wireless network (wi-fi, cellular etc).
How can a XP machine connected to this router detect when network
speed and available throughput changes?
According to MSDN info, win2000 used RSVP, but XP doesn't use it any longer?

If I'm going to write a TC or winsock level "plugin" to receive this info from the
router via proprietary protocol, how hard can be implementing this?

Thanks Arkady I've seen this.
Maybe I need to implement rsvp myself between the router and all clients
or reinvent a bicycle otherwise.
