Desktops and IE Homepages

Folks -

Am hoping someone can help me here -- I have 3x other
users in a W2k SP4 environment. Desktop and IE homepage
changes won't stick unless they have Administrator access,
which ain't gonna happen. This problem didn't happen
until I downloaded all recent updates.

What am I missing?

AND - certain programs (primarily games) won't run unless
they're Administrators. HELP!
