The wallpaper on my desktop will not set. The desktop isn't blank, I have my
icons & start menu, but when I try to retrieve my background, it will not
load and my background remains white. Even shutting down & restarting doesn't
cure this.

I had the same problem. Right click on the disktop, go to "properties" then
look at the desktop "theme." I changed it from Windows XP (modified) to
Windows XP using the pulldown menue, and the problem was solved. Hope your
solution is as simple.
