How can I disable desktop walpapers?

Hi,

I have used mmc to set all my users' wallpapers to the
same thing AND disable them from changing it. For
windows 2000, the setting for it is located in USER
CONFIG>ADMIN TEMPLATES>DESKTOP>ACTIVE DESKTOP. Active
desktop must be enabled for this to work. If you need
help doing this, email me.

Thanks for the info. But we are not in Active Directory
invironment. I was looking to see if there is anything we
can do at the desktop level.

"Active Directory" has little to do with "Active Desktop".
Check in the Local GPO. gpedit.msc
