Desktop Shortcut to Open in New Window?

I am using Windows XP with IE 6.0 and I am trying to get desktop shortcuts
to open in a new window each time the icon is selected. Currently if an IE 6
window is open and I click on the shortcut, it loads the already open
window. Is there anyway to get a new window opened each time I click the
desktop shortcut????

"C:\Program Files\Internet Explorer\IEXPLORE.EXE" -ne
