desktop refreshes automatically every a 10 - 30 seconds

Start several weeks ago, my desktop refreshes automatically every a few
seconds.
During refreshing, inputs (i.e. type in char in e-mail, or doc) temporary
disabled.
This really bothers me. What causes this problem and how to resolve it.

can you do a system restore to the date before the problem appear?
