Desktop Power Schemes missing

In Control Panel, Power Options, I've a blue field for Power Schemes, nothing
in drop down menu and timers for monitor and hard drive hibernation-shutdown
are faded out and not usable. I am logged in with Administrator
capabilities. How can I restore the fields under Power Management options?
I cannot presently locate my Windows XP Professional SP 2 disk either.

Also, upon each boot up, 2 blank folders appear in Recycle Bin titled
"Enigma Software Group". They reappear no matter how many times they are
deleted. I cannot locate them under Windows Explorer. How do I permanently
delete them?
