desktop icons missing

I have the picture background but no program icons. When trying to drag it
back from start menu only says do you want to replace existing icon.
pls assist me in finding an answer to my problem.

1. Right-click the desktop.
2. Point to Arrange Icons By and then click Show Desktop Icons.
