Desktop Icon Transparency ... Gone???

I have installed a Winnie the Pooh game for my child and after running it,
the color depth was reduced to 8 bit which I was able to change.

But I also notice that the desktop icons no longer have their transparency
effect, they are outlined in blue.
I am unable to find how to change this back to the original transparency.

Can anyone advise?

Right-click on "My Computer", choose "properties".
Choose the "Advanced" tab.
Click the "Settings" button in the "Performance" section.
Scroll down the list and find the checkbox for "Use drop shadows for icon
labels on the desktop" and check it.
Click OK as many times as it takes to close all the windows you just opened.

Four things are required for transparent icon backgrounds:

1) 'System Properties' -> 'Advanced' tab -> Performance 'Settings' -> 'Visual Effects' tab:
"use drop shadows for icon labels..." must be checked

2) Right-click on Desktop -> 'Arrange Icons by' -> "Lock Web items..." must be CLEARED

3) If you have any web content on your desktop, transparency won't work.

To check for web content: Display Properties > Desktop tab > Customize Desktop button > Web tab > make sure all checkboxes are clear.

4) Wallpaper must be an image file, not html.
