desktop background problem

My computer does not give me the option to change my desktop background when
I go into the desktop menu. The background list and the "browse" buttons are
not highlighted as if they do not apply.
If I right click on a pic and save to background this does not work either.
However when I shut down, just before my screen goes blue I see a quick
glimpse of the pic as if it were lying underneath another screen layer.
Please respond!!!

Try this fix

1. Run "Regedit". Go to Start>Run>type: regedit.

2. Navigate to: HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\
Windows\CurrentVersion\policies

3. If you see a folder (key) "ActiveDesktop" select it. If not, make a new
key and label it "ActiveDesktop".

4. If you see "NoChangingWallPaper", double-click the DWORD value and set it
to "0". Otherwise, you need to create a new DWORD value of
"NoChangingWallPaper" and set it to "0".

5. Try changing your wallpaper. If this fix doesn't solve the problem, you
may also need to make the above registry changes at location:
HKEY_CURRENT_USER\Software\Microsoft\ Windows\CurrentVersion\Policies .

-----Method--2-:---Manually (XP -Pro)------
1. Start > Run > gpedit.msc
2. Under User configuration > Click [Administrative Templates\Control Panel\Display\]
3. There will be a value named "Prevent changing wallpaper" > Set it to "Not Configured"

-----Method--3-:---Manually (XP -Any)------
1. Open Regedit
2. [HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\ActiveDesktop]
3. Double click the value named "NoChangingWallpaper" > Set it to 0
4. [HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\ActiveDesktop]
5. Repeat Step 3
