I am having problems with adding my background for the desk top. When looking
at the display properties and background is not highlighted. It will not let
me change anything. Can someone help me?

Are you talking about the Tabs in Display not being active? You cannot
change your desktop display? What is it you want to change? Have you
just re-installed Windows & resetting all again?

For Windows XP Home, you have to modify a registry key :

Start > Run > regedit
Expand :
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\ActiveDesktop
Chang the value of NoChangingWallPaper to 0

For Windows XP Professional, it is easy :

Start > Run > gpedit.msc
Expand :
User Configuration > Administrative Templates > Desktop > Active desktop
Set "Active Desktop Wallpaper" and "Allow only bitmap wallpaper" to Not
Configured.
