DEP crashes Windows Home Edition

Every time I try to access any Windows function: My Computer, Control Panel
etc the DEP program opens, and crashes Windows. All other prgrams still work.
It then sends an error report.

I cannot remove any software that could be causing the problem - I suspect
uTorrent as I loaded that about the same time as this problem started.

This is a new system, and I've reloaded Windows XP, but it still crashes

You receive a "Data Execution Prevention" error message in Windows XP
Service Pack 2 or in Windows XP Tablet PC Edition 2005
