Yes. The default cache and cookie locations are given below:
"C:\Documents and Settings\username\Local Settings\Temporary Internet Files"
"C:\Documents and Settings\username\Local Settings\HISTORY"
"C:\Documents and Settings\username\COOKIES"
If you receive "Access is Denied" or similar errors when accessing the user profile of other users, you may have to check the folder permissions first. The user may have marked their folder as "private".
