Deleting USer Accounts

There were some user accounts that got deleted, but the file in Documents and
Settings was still there. And I can not access these files because they were
password protected and were computer administrators. Is there any way I can
delete these user accounts? When I go to control panel they are not there
HELP
 
Press F1, search for "Take ownership of a file or folder
", select it and follow the instructions on the right panel.
