deleting the To-Do Bar without being in Microsoft Outlook?

Just recently, my copy of Outlook started running rather slowly. If I
open up the Task Manager, CPU utilization for the Outlook process
stays pegged at around 100% and doesn't ever seem to get much lower.

I killed the process, disabled all my network connections (figuring
that the problem might have been that there were lots of emails on the
IMAP server or something), but... same thing. That rules out IMAP.

What I'm thinking the problem maybe is the To-Do Bar. If I don't
change the focus to something else, it begins to flicker as though
it's being repeatedly refreshed. As such, I'm thinking that maybe
deleting that might fix the problem. Unfortunately, I don't know how
to delete it. If I could actually use Outlook, I could delete it
through some combination of menu clicks, I'm sure, but I can't.

Emails are stored at C:\Documents and Settings\LENOVO\Local Settings
\Application Data\Microsoft\Outlook. Where on the file system might
the To-Do Bar items be stored? Maybe they're in the registry?
