I deleted, what I thought was an unnecessary file/program "C++"

And now my computer seems to be slow in reacting to my click commands.

Where and how may I re-install this without recovering my hard-drive with
the supplied CD Recovery disk?

Reinstall it..?

You haven't really given enough specifics to tell you much of anything -
like even if what you did might possibly *maybe* the cause of whatever you
may or may not perceive to possibly be accurring at this time - whatever
that may be.

And how did you delete this? What exactly was it?

C++ is a programming language, and does not come with XP.

You would reinstall it with the media that you or whomever originally used
to install it. Again, it's not part of XP.

If you aren't engaged in programming in C++, you don't need it. If you
removed a C++ package - meaning a compiler and its IDE - this should have
no significant effect on your system. In other words, it's unlikely that
what you seem to describe has caused this problem.

Try rebooting, and using System Restore to a point before you uninstalled or
deleted. I find that sometimes System Restore works better in Safe Mode.
