deleted files go to Recycle Bin but then disappear

I delete a file, say a .txt file from my desktop, and then I open my
recycle bin and see it there but then I watch it disappear with no
action from me.

I checked the properties for the Recycle Bin for both my drives and I
do not have the box "remove files immediately when deleted" checked.

I've never seen this behavior before. Has anyone experience this before
and found a fix?

Reset the Recycle Bin: set the size for the Bin to "0" in the
Properties. Logon in the Safe Mlode and delete the RECYCLED folders
from your drives.
