Deleted Files do not end up in Recycle bin. Need help fixing!

I delete a file, and it disappears. The recycle bin properties is not set to
permently earse a file when i delete it (im not that dumb... :-\ i woudn't be
wasting my time here if that was the case). no clue what could be the cause
if this. but it also seems like delete files still take up space on my hard
drive. either that, or im downloading more then i though. can anyone help me
here?
