delete files

Windows XP, SP-2
Is it ok to delete files in the Windows directory of the type: $NTService
Pack Uninstall, and $NTUninstallKB821557$. Also, it is ok to delete*.cab
files?

The reason I want to do this is that virus protection takes a long time to
scan these files, and I would like to shorten the process.
