Delegation Rights ?

Hi,

I have a windows 2000 domain; I need to understand how to delegate rights
to my server room Group to work on all active directory structure. For
example: abc.com is the structure; I need to delegate them rights to do all
basics like add users-reset passwords-disable accounts-delete OU, etc

*I added that group to account operators and server operators but they can
do bascis in all users except themselves in that group. So if I need to reset
a password i received acces is denied !!

**Similar with ITS Group I need the allw them to add computers in the domain
only !!

I' reading about delegation because i'm some confuse about it !
