Delegate Start/stop service

I am trying to delegate the start/stop of some services to
a group of users. I followed the steps in the article
http://support.microsoft.com/default.aspx?scid=kb;EN-
US;256345.
When I login as the user with the delegation and I try to
stop/start the service I just configured I get the error:

"Could not stop DHCP client service ...
error 5: access is denied "
Any help will be greately appreciated. Thank you very much

Because you login as a user.
The services you set is by Admin,
so ordinary user cannot start/stop
the services. It is for security
reason.
