Delegate account unlock in windows 2003

I want to delegate the right to unlock user accounts to some minor
administrators in my organisation.
I have allready done this for the windows 2000 domain I administer, with
some help from KB294952

but now I want to do the same for the windows 2003 domain in the same
forest.
I have been searching some time now and I am unable to find how to do this.

help me! please

The methods in 2000 and 2003 domains should be identical.
