Delay after startup until can connect ADSL

If I try to connect to my ADSL line immediatly after
starting up the connection will not launch, nor will it
launch if I open 'Internet Explorer'. However, if I
leave the computer for a few minutes before attempting
connection Windows will allow the connection. Other
programs (though not all) are slow to access immediatly
on start up as well, e.g. windows explorer cannot access
drive information without similar delay.

My guess is that I have something loading on start up
which is causing the delay, any ideas?

I have the exact same thing happen. However,
in my case it takes about one minute before you can see the network
adapters show up in the taskbar. After they show up the network
works great.
