\System Volume Information \_restore{F3C90... Defragmenter cannot defragment
completely. View report states twice that \System Volume Information
\_restore{F3C90... has 3 and 16 fragmented files. Is there a way to fix this
problem?
 
use Disk Cleanup and the extra options to remove all but latest restore point.
might make a new restore point before doing this to insure it is useable.

It isn't actually a problem, as such. All defragmenter is saying is that it
cannot defragment one or more of the system restore points, mainly because
these files are compressed anyway. I certainly wouldn't be worried about it.
If your system is running okay you could actually delete the system restore

After deleting the restore points you should re-enable the 'turn off system
restore points on all drives' option by clciking on the option and then
clciking the apply button. Next defragement your drive again and then,
finally, create a manual system restore point of the system.

This worked. I turned off system restore, defragmented and did this advice.

Don't you think the user's problem could well indicate another problem
not mentioned. Limited or minimal free disk space!

Gerry, Yes the user's problem could indicate limited or minimal free disk
space but, by removing the system restore files, which he has done, he has
gained sufficient space, assuming space was indeed the problem, to finish
the defragment pass. Either way he would have had two option to have
increased his free space: a) remove as many unwanted applications or files
as possible, or b) remove the system restore files. The latter option was
the path of least resistance.
