defragmentation space

I tryed to defrag my HD drives but I did not succeed.
The windows defragmentation tool warns me that on a drive there is let's say
40 % free space, but only 10% is available for defragmentation.
What sholud I do to "regain" the free space or to find out what blocks
deframentation.

I already ran Disk cleanup.

Delete some files.

I sometimes get the same message, which then asks me if I
want to continue to defragment anyway; I click yes and the
process continues as if there were no problem.

Run PerfectDisk from Raxco and you will have a fully defraged system.
The free XP defrag tool is worth every penny you didn't pay for it.
