defrag and download problems

Any suggestions on the following issues? They just started happening from one
day to the next.
(1) I'm trying to do a defrag but I receive an error saying I need to run
chkdsk /f first. Fine, I try to run chkdsk but it says the disk is locked, so
I answer "Y" to the prompt for running it on the next startup. I restart the
computer and the utility doesn't run. So I try restarting in the command
prompt under safe mode, but the computer hangs on one of the .sys files
instead of going into safe mode.

(2) Whenever I try to download or view video, exe, ZIP, or PDF files from
the Web, I get an error stating that "Internet Explorer cannot download
[file] from ...The requested site is either unavailable or cannot be
found."

(3) Whenever I need to save image files, I can do the first few, then they
start to save as bitmap files and without the original name. I can edit and
save them as a GIF or JPG in a photo editor, but it would nice to have the
downloading to behave properly in the first place.

For the last issue deleted the temporary internet files cache. With the
browser closed go to Start | Control Panel | Internet Options | General
Tab | Delete files. Put a tic mark in Delete all offline content, click
Ok. While on the General tab change the settings for how much IE
allocates for the temporary internet files. Click on Settings under
Temporary Internet Files, move the slider to the left to reduce it to
about 40-50mb.[/QUOTE]
