I am having several problems with Vista Home Premium. I cannot load any new
programs on the computer. Setup hangs up every time. I thought maybe
Defender was blocking installation. When I click on Defender to open it I
get the following message: "Application failed to initialize. Wrror
0x80070002" I cannot disable the program as I cannot get it open. Help!

Windows Defender does not interfere with most program installation. If you choose some non-default settings, it may notify you of actions involved with program installation, though.

What antivirus do you have installed? Is it up to date, and have you scanned with it recently?

Are you able to install updates via Windows Update?

Are you certain that your Window install is genuine--does it pass validation?

You might try running the Vista System Update readiness tool:

This tool should be offered by Windows Update if needed, but it is possible to download it manually and run it--the links are below the main body of the text at that link. Running it if it is not necessary should do no harm.

1.Clear the (IE) temporary Internet files and the history cache.
Click 'Start' and then click 'Run'... then type (or copy/paste)
"inetcpl.cpl" (w/out quotation marks) into the box, then click the 'OK'
button.
In Internet Properties panel 'General' tab, under 'Browsing history', click
'Delete...'button, in 'Delete Browsing History' panel, click the 'Delete
all...' button then place a checkmark into the box beside 'Also delete
files and settings stored by add-ons', Click 'Yes' and exit the Internet
Properties panel by clicking the 'OK' button.

2.Clean HDD

NOTE:

Once your operating system is considerd 'clean' check if WindowsDefender is
behaving (updating, scanning etc.) normally.

Try downloading progams but scan for malware with your resident AV
application prior installation!

If Windows Defender is utilized go to Applications, under Utilities
uncheck "Windows Defender" (so it won't delete the history of WD).
If you wish, click 'Options' button the 'Settings' [check] 'Run CCleaner
when the computer starts'.
