Defaulting Public Contacts Folder

I think I know the answer to this from similar posts I have read but my boss
would like a definitive answer to the following:

We have Outlook 2003 with Exchange 2003. We would like for the Public
Contacts folder to be the default contacts folder so whenever a new contact
is created it is automatically shared. Is this possible and if so, how?

Outlook has nothing built-in to do that for you.
